
MANILA, Philippines — Celebrating six decades of steadfast service to the nation’s protectors, the Armed Forces and Police Mutual Benefit Association, Inc. (AFPMBAI) successfully conducted its 2026 Annual General Membership Meeting (AGM) via video conference on May 16, 2026.
The meeting, presided over by AFPMBAI Chairperson and AFP Chief of Staff General Romeo S Brawner Jr PA, highlighted a historic year of financial growth, strong governance, and record-breaking member benefit payouts for members and their families.
Six Decades of Security and Accountability
In his opening remarks, Gen Brawner praised the Association’s enduring legacy, noting that for 60 years, AFPMBAI has served as a reliable anchor for soldiers, airmen, sailors, marines, police, and other uniformed personnel.
“Our servicemen perform better when they know that their families will be cared for,” Gen Brawner emphasized. He framed the virtual AGM as a critical venue to strengthen accountability, reinforce trust, and ensure the institution remains highly responsive to those on the frontlines.
The Chairperson also lauded the Association for securing the prestigious Golden Arrow Award (2-Arrows) from the Institute of Corporate Directors (ICD), in partnership with the Insurance Commission, for the fourth consecutive year.

Historic Financial Highs and ₱2.05 Billion in Member Benefits
The focal point of the meeting was the operational report delivered by President and CEO, RAdm Dorvin Jose L Legaspi PN (Ret). He revealed that AFPMBAI achieved an unprecedented Net Income of ₱2.99 Billion, pushing the Association’s Total Assets to a staggering ₱54.34 Billion.
True to its mandate of financial stewardship and social welfare, AFPMBAI translated these profits into massive direct support, releasing over ₱2.05 Billion in combined benefits and assistance during 2025:
- ₱1.82 Billion in living benefits across 30,019 claims.
- ₱187.04 Million covering 940 death claims.
- ₱30.83 Million reimbursed under the expanded Daily Hospitalization Income Benefit (DHIB) for 2,287 cases.
- ₱13.66 Million in Burial Cash Assistance.
- Combined combat benefits of ₱3.48 Million for Killed-in-Action (KIA) and ₱1.67 Million for Wounded-in-Action (WIA) personnel.
- ₱322.15 Million approved for Real Estate Mortgage Insurance (REMI) and ₱9.72 Million for Real Estate Housing Loans (REHL).
- ₱170 Million disbursed entirely toward Corporate Social Responsibility (CSR) initiatives.
Following the financial report, management engaged in a lively Q&A session with members online, addressing upcoming loan products, insurance plan launches, and promotional campaigns slated for the year.
Award-Winning Governance and Flawless Board Assessment
The Association’s oversight committees painted a picture of remarkable operational transparency and health:
- Governance and Compliance: MGen Wilbur C Mamawag PA (Ret) reported that AFPMBAI remains increasingly compliant with the Insurance Commission’s 16 principles of good governance, validated by their two Golden Arrows award in late 2025.
- Flawless Evaluation Scores: Mr Carmelo Alcala, a Fellow of the ICD, presented the third-party performance assessment of the Board of Trustees for 2026. The Board achieved an exceptional 98% overall mean score, with the Membership Committee and Social Services Committee hitting perfect 100% scores. Gen Brawner received a stellar 99% leadership rating.
- Internal Controls: Audit Committee Chair Col Alexander F Tuprio PA (Ret) confirmed that the Association’s financial reporting, risk management, and internal controls remain deeply strong. The body also noted the continuous engagement of external auditor Alas Oplas Co. CPAs for 2025 and 2026.

New Board of Trustees Confirmed by Overwhelming Vote
Led by the Committee on Election (COMELEC) Chairperson, Col Julius P Agdeppa JAGS (GSC), the general membership overwhelmingly cast their votes—combining 101 virtually present regular members and 512 voting in absentia—to elect the 15-member Board of Trustees for the 2026–2027 term.
All candidates secured near-unanimous approval, capturing 99.97% of the tabulated votes. The newly elected and sworn-in trustees representing the different branches of service and independent sectors are:

Member Sentiment Echoes Strong Trust
The meeting concluded with the presentation of a wider internal satisfaction survey answered by 1,051 regular members, reinforcing the leadership’s direction.
An overwhelming 98% of surveyed members agreed that the newly launched products improve their family’s welfare, while 98% expressed absolute confidence and trust in the current Board to lead AFPMBAI down the right path for years to come.
The meeting was officially adjourned at 5:08 P.M., followed immediately by an organizational meeting where the Board ratified the day’s successful resolutions, charting a highly sustainable and prosperous course for the nation’s uniformed heroes.
To cap off the formal proceedings, a live raffle draw was held for virtual attendees, culminating in five lucky members with cash prizes, including a grand prize of ₱61,000.
