AFPMBAI Reports Strong Financial Performance, Expands Member Services, and Elects New Board of Trustees

The Armed Forces and Police Mutual Benefit Association, Inc. (AFPMBAI) successfully held its 2025 Annual General Meeting (AGM) via a hybrid setup on May 17, 2025, presided over by Gen Romeo S Brawner Jr, PA, Chief of Staff of the Armed Forces of the Philippines and Chairperson of the AFPMBAI Board of Trustees.
The meeting, attended by 648 members (167 virtually present and 481 in absentia), demonstrated AFPMBAI’s outstanding governance and compliance. The Board of Trustees, Corporate Officers, and COMELEC members were formally introduced in person, and the minutes of the 2024 AGM was accepted with a massive 293,155 votes in favor.
- Growth of member-focused seminars and forums;
- Disbursement of ₱174 Million in CSR projects for education, health, and welfare;
- Record-breaking financial success, with a 12% increase in total assets amounting to P47.92 Billion; and
- Dedication to diversity, equity, and inclusion throughout all initiatives.


President and CEO RAdm Dorvin Jose L Legaspi PN (Ret) delivered a detailed report on operational and financial performance. In 2024, AFPMBAI surpassed its revenue objective of ₱7.3 Billion, earning a total of ₱8.2 Billion. Prudent financial management saved ₱362 Million from underused budgets and increased reserves by ₱144 Million. The Association also reported higher key financial ratios, with Return on Assets (ROA) of 3.51% and Return on Equity (ROE) of 10.79%.
Financial literacy, member involvement, and improved perks were among the key initiatives launched.
Transparent Audit and Robust Governance
The Audit Committee acknowledged that external auditors provided their opinion on AFPMBAI’s 2024 financial statements, demonstrating the Association’s dedication to transparency and accuracy.
Reports from the Governance and Related Party Transactions Committees reaffirmed the Association’s commitment to ethical, sustainable, and risk-aware procedures, bolstering its long-term organizational integrity.
Resolutions Supporting Strategic Growth
The general membership passed four significant resolutions:
- Resolution No. 01-2025: Ratification of 2024 acts and policies of the Board and Management
- Resolution No. 02-2025: Appointment of Alas Oplas Co. CPAs as external auditor for 2025–2026
- Resolution No. 03-2025: Amendment of the Articles of Incorporation to explicitly include donations under CSR initiatives
- Resolution No. 04-2025: Approval of the revised Board Per Diem and Allowances Policy
Election of the 2025–2026 Board of Trustees
Fifteen (15) Trustees were elected for the 2025-2026 period, representing the varied uniformed services and independent sectors. All candidates received more than 99.95% of the vote, demonstrating the membership’s tremendous trust and confidence.
